Association for Mineral Exploration BC (AME BC)
Facilitated development session for AMEBC’s 5 year Strategic Plan; helping AMEBCBoard to develop organizational working priorities for the next five years.  Coordinated update of legal and policy sections of AMEBCGuidebook for Mineral Exploration, Mining and Aboriginal Community Engagement.

Mineral Exploration Round Up 2008 – Coordinated speakers for and facilitated workshop entitled ‘Introduction to Minerals, Mining and Joint Ventures for Aboriginal People Entering the Mineral Sector: Things you need to know and just a bit more’.

As of July 2011, re-engaged on contract with AMEBC as a policy advisor.

Terrane Metals Corp., Mount Milligan Project
Strategic planning and management of public communications and engagement for a proposed major copper / gold mine.  Public information program planning and implementation to meet regulatory requirements of the Canadian Environmental Assessment Authority (CEAA).  Communications, issues management and communications materials development (content development through to production).

Lions Gate Metals
Strategic Advisor for Lions Gate Metals, a Vancouver-based exploration company with key priorities of social and environmental sustainability.  Negotiated Memorandum of Understanding with Wet’suwet’en First Nation to provide positive working relationship between First Nation and mining company as the Poplar Project moves toward development.

World Wildlife Fund (WWF)
Liaison between WWF and the British Columbia Mining Industry (including the Mining Association of British Columbia (MABC), the Association for Mineral Exploration (AMEBC), the Coal Association ofCanada, and key progressiveBritish Columbiamining producers.
Also worked with the Pacific Regional Office of the World Wildlife Fund (WWF) to facilitate / mediate the development of an engagement approach with British Columbia First Nations. The approach was jointly developed with representatives of British Columbia First Nations political organizations, and other key British Columbia ENGOs.

Renewable Energy Coalition of Canada (RECC)
Involved in structuring this new organization dedicated to advancing renewable energy projects and proponents in the Canadian context.  Assisted organization in forming its initial mandate and policy positions, creating and activating a membership recruitment strategy and examining key policy initiatives for the organization to engage with federal regulators.

VANOC – The Vancouver 2010 Winter Olympic Organizing Committee
Engaged with the four Olympic Partners (City of Vancouver, VANOC, Government of British Columbia, and Government of Canada), regarding the Inner-City Inclusivity Commitments (ICI Commitments) made in conjunction with the 2010 Olympic Games.
Provided impartial and constructive intergovernmental relations services throughout the project to facilitate the positive fulfilment of ICI Commitments and responsibilities.

Mineral Exploration, Mining and Aboriginal Community Engagement Guidebook
Worked under direction from the four Original Authors of the ACE Guidebook (originally published in conjunction withCanadian Business for Social Responsibility (CBSR)), to provide a re-write and update of this First Nations / Business best practices guidebook.

Mining Association of British Columbia (in cooperation with DFO and NRCan)
Conducted a series of consultations with stakeholders inBritish Columbia’s mining industry with the objective of examining and isolating a “Top 5 Regulatory Issues” list to be addressed through tangible recommendations.  The examination of regulatory issues is primarily federally-oriented, but also examines the interplay between federal/provincial regulatory systems.  Results from the examination formed the basis of discussion for a two high-level Roundtables in 2006 between government, industry, First Nations, and NGO’s.

BC Ministry of Energy and Mines
Revised the BC Ministry of Energy and Mines’ Guidelines for Consultation with First Nations to be compatible with evolving jurisprudence.  Also provided community consultation services and strategic advice on First Nations issues associated with new ministry initiatives.  Also engaged with major players in the BC Coal Sector on behalf of MEMPR in creation of the BC Provincial Coal Plan.

BC 2010 Olympic Secretariat
Provided editorial and strategic suggestions in the development of a business resource guide for the 2010 Spirit of BC Community Committees.

BC Timber Sales
Provided strategy and advisory services to BC Timber Sales regarding their envisioned approach to engage with BC First Nations within the BCTS process.

BC Ministry of Small Business and Economic Development
Provided strategic suggestions in the development ofBritish Columbia’s Provincial Tourism Strategy leading up to the 2010 Vancouver Olympic Games.  Additionally, Noordmans developed and provided strategic advice in the creation and structuring of the Provincial Resort Strategy for BC Resorts Task Force.

BC Council of Forest Industries (COFI)
Informed approximately 200 senior management staff of forest companies from across British Columbiaon Ministry of Forests consultation policy and practices with First Nations.

BC Ministry of Forests, Aboriginal Affairs Branch
Provided ongoing consultation advice related to aboriginal law for statutory decision makers across the Ministry of Forests on forestry and range issues.  Negotiator representing the Ministry on a number of forestry agreements between government and First Nations, including the Huu-ay-aht / Uchucklesaht Forestry Interim Measures Agreement, and the Haida Protocol.

Revised the Ministry of Forests’ Protection of Aboriginal Rights Policy in relation to requirements for aboriginal consultation as laid out in the recent Supreme Court of Canada decision in Delgamuukw, Taku and Haida decisions.  Coordinated a review committee with representation of operational staff across the Ministry, liaised with Ministry of Attorney General, and drafted final policy.

Developed a comprehensive communication and training package outlining the Ministry of Forests’ tools and methods for consulting with aboriginal groups.  The training package was delivered by Mr. Noordmans to operational staff of over 40 Ministry of Forests district offices.
In conjunction with the Council of Forest Industries, Noordmans also delivered a series of training sessions on aboriginal consultation policy to forest companies across the province.

Ministry of Aboriginal Affairs, Snuneymuxw Treaty Team
Successfully negotiated and developed a number treaty related measures with the Snuneymuxw First Nation related to forestry, shellfish tenures and aboriginal artefact repatriation.  Negotiated final wording for a treaty offer to Snuneymuxw First Nation with federal government.

BC Treaty Negotiations Office
Assisted in the development of a framework for the provincial approach in accommodating First Nations’ claims of aboriginal title.

Ministry of Aboriginal Affairs, Vancouver Island Treaty Team
Responsible to carry out public and 3rd Party consultation for the Vancouver Island Treaty Team.  Duties included the organization and execution of public information sessions, media releases and relations, coordinating meetings between various stakeholder groups, and providing Treaty Team with advice on incorporating public interests in negotiation strategies.

Environmental Assessment Office (EAO)
Edited and organized an aboriginal issues resource manual for EAO staff for use during consultation and negotiation with aboriginal groups.

Government ofBritish Columbia, Negotiations Project Team
Assisted with the development and drafting of the Provincial Consultation Guidelines.  Developed and delivered provincial communications and education plan to familiarize government staff with aboriginal consultation policy stemming from the Supreme Court of Canada decision on Delgamuukw (associated with aboriginal title to government lands).

BC Ministry of Forests
Assisted in the formation of a report describing employment transition issues in relation to the Nisga’a Agreement, and recommending a number possible methods to address transition in the forest sector.  Developed a polling system to gather regional employment data for areas affected by the Nisga’a Treaty.

Ministry of Aboriginal Affairs, Aboriginal Relations Branch
Formed a comprehensive strategy for the government of British Columbiato repatriate aboriginal artifacts from provincial museum collections.

Ministry of Aboriginal Affairs, Sechelt Negotiation Team
Carried out research and mandate development in several areas, including:  governance, taxation, wildlife, culture and heritage, access and expropriation.  Also responsible to summarize key line agency interests in proposed treaty land selections.

Small Business BC
Developed funding proposals for submission to the federal and provincial governments for new initiatives and service areas proposed by the Society.

Nicola Valley Institute of Technology
Program Chair and Coordinator of the First Nations Forest Technician Training Program.  The Program trained aboriginal youth from across British Columbia in technical aspects of forestry (and has over 80 graduates from previous deliveries).  The goal of the program was to further aboriginal involvement in the forest industry on a local level.  The Forest Technician Training Program consists of a unique partnership between the forest industry, government, and aboriginal people, with industry providing an on-the-job experience to participants following a period of classroom training in forestry.

Britannia Project / Britannia Development Corporation
Provided strategic planning and advisory services for a proposed major tourism attraction and museum along the Sea to Sky Highway.
